General Criteria

Introduction

  1. The Australian Institute of Quantity Surveyors (AIQS) in response to the demands of clients and the law courts, has developed criteria that the quantity surveying profession considers suitable to identify members who may classify themselves as Expert Witnesses.
  2. Exclusion of an AIQS member from the Register does not exclude them from testifying as an expert witness. Nor does inclusion on the Register provide any guarantee of competency or experience of the listed members and the AIQS will not be held liable to any party for any loss or injury arising from the engagement of such members (please note the Warning and Disclaimer shown on the inside cover).
  3. However, members on the Register are required to satisfy the following criteria:

  4. (a) The member must have a minimum of ten (10) years general professional experience as a qualified quantity surveyor.
    (Note: a qualified quantity surveyor is one with educational qualifications and practical QS experience equivalent to those required for AIQS corporate membership and membership of the AIQS College of Expert Witnesses).

(b) The member must be a corporate member of the AIQS (i.e. an Associate or Fellow of the AIQS).

(c) The member must have achieved a satisfactory level of Continuing Professional Development over the last three (3) years.

(d) The member must have worked on appropriate construction projects in appropriate positions over the last ten (10) years.

(e) The member must have undertaken specific training as an Expert Witness, or:

(f) Have appropriate experience as an Expert Witness.

AIQS Membership and Postnominals – What it Means to You

Members of the AIQS are bound by a strict code of professional conduct and are required to maintain high standards of ethics and professionalism in their dealings with clients and each other.

Postnominals are used within the AIQS to identify the level of service to the Institute and the profession that a member has achieved. Such postnominals may also be an indicator of the experience and skills that the member possesses, as well as the level of seniority they have achieved within the profession. There are strict standards and approval processes for admission of members to each grade of AIQS membership. All AIQS members listed in this register must be at least Associate grade members ie full or corporate members. The post nominals shown in the Register are:

Life Fellow (LFAIQS) – this is the greatest honour bestowed by the profession on its members. It is awarded to those members who have already reached the highest grade of "Fellow" to recognize the outstanding achievements and/or service that they have made to the Institute and the profession at a national and state level. It requires a unanimous vote of the AIQS National Council to be approved.

Fellow (FAIQS) – this is the highest grade of full membership and is awarded to those members by the AIQS National Council to recognize their high level of education, professional service and contribution to the Institute. Nominees for "Fellow" must be current "Associate" grade members.

Associate (AAIQS) – are members who have appropriate accredited tertiary qualifications, the required years of approved supervised work experience and who have passed the AIQS Assessment of Professional Competence.

International Cost Engineering Council (ICEC) Accreditation

The postnominals ICECA stand for "International Cost Engineering Council Accredited". The ICEC is the world body representing quantity surveyors, cost engineers and project managers. It approves and accredits the Continuing Professional Development Programs conducted by the ICEC member national organizations such as the AIQS. This provides international recognition for all those members with the ICECA postnominals and means that those members have been assessed as meeting the required level of further education, training and/or professional experience required by the world body.

Industrial Areas Covered by Quantity Surveyors

Quantity Surveyors (also called Construction Economists, Construction Cost Managers, Cost Consultants, Cost Engineers, Estimators) are involved in all phases of construction and building, with individuals developing experience in areas such as :

Airports, bridges, civil construction, commercial developments, education projects, harbours, health projects, heritage listed projects, industrial construction, justice projects, mining, petro- chemical, pipelines, power supply, prisons, process engineering, railways, residential high rise, retail, service industry, sewerage, swimming pools, theme parks, tunnels, water supply, waterways, sports complexes, theatres, entertainment centres.

While some members may have experience in all these areas, clients should discuss their requirements with selected members and ascertain whether the member has the necessary experience in the required area.

Who uses Quantity Surveyors

Quantity Surveyors / Construction economists are used by a wide range of other professionals, entrepreneurs, governments and members of the public. These include:

Building and Construction

Architects, builders, construction companies, developers, property owners/managers, body corporates and building managers.

Related Professions

Accountants, solicitors, banks, finance companies, insurance companies.

Governments

Federal and State government departments of health, education, transport, minerals and energy, telecommunications, public works and finance. Local government (Councils) and statutory authorities.

The Resources Industry

Mining, petro-chemical, agriculture, forestry, gas and electricity.

The Public

Investors, home owners, rental property owners, body corporates, heritage listed building ownersetc.

ABOUT THE AIQS

The Australian Institute of Quantity Surveyors (AIQS) is the regulatory body of the quantity surveying profession in Australia. Its role includes but is not limited to the following:

  • Setting professional standards of practice and ethics
  • Accrediting university and other educational courses
  • Conducting continuing professional development programs for members
  • Conducting and sponsoring professional research
  • Developing the professional and industrial resources of the nation
  • Publishing journals, texts, manuals, guidelines and information
  • Producing training videos
  • Promoting the use of QS services
  • Assisting the industry and public to obtain QS services
  • Representing the profession to governments and peak councils
  • Promoting international standards and co-operation in the profession
  • Representing the Australian QS profession in international forums
  • Providing information services to industry and the public.

The first Institute of Quantity Surveyors was formed in Australia in January 1908. Since then it has grown and expanded in both role and numbers to become both a well respected national and international professional body.

The AIQS is a member of the International Cost Engineering Council (ICEC) – the world body, and is a founding member of the Pacific Association of Quantity Surveyors (PAQS).

It is also a member of the:

  • Professions Australia
  • The National Building and Surveying Alliance
