Appointed Directors will be announced on 19th September 2019, prior to Chapter Annual Meetings.  Their term will be begin at the conclusion of the AIQS Annual General Meeting on 14th November 2019.

Australian Capital Territory Chapter
Mark Chappe FAIQS, CQS


Mark has worked in the property and construction industry since 1978 and is based in Canberra, Australia.  Prior to joining RLB in Australia in 1998, Mark was a senior partner of a quantity surveying practice in Durban, South Africa.  In 2004, Mark became a national director of Rider Levett Bucknall and is currently the managing director of the Canberra office.  Mark has been a councillor on the ACT Chapter of AIQS since 2002 serving in various positions including that of Chapter President.  Eight years ago, he got elected to the AIQS Board of Directors as an ACT Chapter representative and is the current serving Senior Vice President.  Whilst serving on the Board he has been an active director including chairing the current Standards Committee.  Through the Board he was elected as an Australian Trustee of the International Construction Measurement Standards coalition which he has served on for the past three years.

Professionally, Mark provides his clients with in-depth cost management services by drawing on his detailed understanding and technical competence in all facets of conceptual estimating, value management and tender evaluation.  Mark’s broad construction and buildability knowledge within the key industry sectors across Australia enables e him to provide sound, accurate, demonstrable and efficient cost advice.  One of Mark’s specialist skills is costing major sporting events such as the Olympic and Commonwealth Games, particularly costing the overlay component and assisting cities in winning their bids to host the Games.  In 2013, Mark was awarded the Allan Wylucki ACT Property Professional of the Year award by the Property Council of Australia.


International Chapter
Dhammika Gamage FAIQS, CQS


Dhammika has over 35 years of experience in the construction industry and has worked in the Arabian Gulf since 1991. He has extensive industry knowledge having worked as a quantity surveyor for major construction programs covering a majority of aspects of Building Construction and Civil Engineering. He is an expert in FIDIC-based contract administration, various construction procurement strategies and construction dispute resolution.

Sri Lankan-born Dhammika is a well-respected community leader and industry professional in the UAE.  Dhammika is currently serving on the AIQS Board as a Director.

New South Wales Chapter
Simon Squire FAIQS. CQS


Simon has three decades of global experience as a Cost Planner, with various positions undertaken including: Cost Planner, Quantity Surveyor, Project Manager and Owner’s Representative.  Simon believes that the goal of every project is to ensure budgetary success, this only occurs when the correct process is established and clear consistent communication is involved.  Simon is currently in his ninth year at Lendlease as Head of Cost Planning, in the Operation Assurance and Performance team. He has performed a number of roles at Lendlease, providing a wealth of experience of varying projects.

Prior to joining Lendlease Simon worked for over 20 years as a Quantity Surveyor in Australia and North America with the last eight years running the Seattle office of RLB.  For the past 13 years, he has actively volunteered in local community and AIQS currently serving as an AIQS Director.

Queensland Chapter
Andrew Brady FAIQS, CQS


Andrew is the Managing Director at GRC Quantity Surveyors.  He has extensive property construction industry knowledge and specialist expertise in risk management, cost control, dispute resolution, contract advisory and value management services.

He is the youngest person appointed to the AIQS Board and was presented the Future Leader of the Year Award in the AIQS Infinite Value Awards 2013.  Andrew is a member of national and international BIM committees and has experience as a Green Star accredited professional.

 South Australia Chapter
Andrew Baulch MAIQS, CQS

Andrew is a high performing Quantity Surveyor and Project Manager who prides himself on his dedication to delivering high quality, value for money outcomes for clients.

From his work in the defence, mining and resources sector and government infrastructure projects, Andrew has developed an ethos of working with clients to clearly understand the objectives and outcomes that they are seeking to achieve which is pivotal to project success. Andrew understands that by delivering good work you build good relationships and this is what delivers successful projects.

Victoria/Tasmania Chapter
Anthony Mills FAIQS, CQS


Prof. Mills is the current President of AIQS. Prof. Anthony Mills is the current President of AIQS.  He is one of two Directors on the AIQS Board from the Victoria/Tasmania Chapter.  Anthony has been a member of AIQS for over 30 years, and has served as director for the previous eight years.

Prof. Mills is the Head of School of Architecture and Built Environment and holds the underlying  position as Chair of Construction Management.  In that role he has undertaken and developed AIQS's policy on accreditation of university courses.

Western Australia Chapter
Stephen Warne FAIQS, CQS


Stephen has over 20 years experience as a Quantity Surveyor working in the construction industry.  He completed his studies and graduated from Curtin University in 1991.  Stephen joined RBB in 2003 and joined the firms Board of Directors in 2012.

His experience extends across all facets of professional Quantity Surveying.  He has been exposed to all industry sectors including; civil and infrastructure, mining and mineral processing, oil and gas, although in the last 15 years his experience has been almost exclusively within the traditional commercial construction sector.  Stephen is currently an AIQS Director.
