Join us for an in-person event in which our presenter, Mr. Prageeth Pathmendra, will present on Navigating the 2025 Revisions: Key Changes in Sri Lanka’s Procurement Guidelines and Manual 2024 (Goods, Works and Non-Consulting Services).
Public procurement refers to the acquisition of Goods, Works, Non-Consulting Services, and Information Systems using public funds or other financial resources from local or foreign sources. The procurement process is governed by key principles of Economy, Efficiency, Effectiveness, Equity, Transparency, Integrity, Fairness, Openness, Cost-Effectiveness, Competitiveness, and Accountability.
In Sri Lanka, public procurement has traditionally been regulated through a framework of Procurement Guidelines, Manuals, Acts, and Government Circulars, with the Procurement Guidelines and Manual forming the core instruments guiding procurement practices.
Until the end of 2024, procurement activities for Goods and Works were primarily governed by the Procurement Guidelines and Manuals (2006) issued by the former National Procurement Agency (NPA). With effect from 2025, these have been superseded by the Procurement Guidelines and Manual – 2024 (Goods, Works, and Non-Consulting Services), published by the National Procurement Commission (NPC).
Given this transition, it is imperative that all stakeholders involved in public procurement—particularly procurement entities, bidders, consultants, and oversight bodies—familiarise themselves with the key revisions and structural changes introduced in the new Guidelines and Manual. Understanding these changes is essential to ensure compliance, enhance procurement outcomes, and uphold the principles of good governance and public accountability in the use of public resources.

About the speaker:
Mr. Prageeth Pathmendra
Chartered Engineer Mr. Prageeth Pathmendra serves as Deputy General Manager (Contracts & Quantity Surveying) at the Central Engineering Consultancy Bureau (CECB), Sri Lanka.
He holds a BSc (Hons) in Civil Engineering and an MSc in Construction Project Management from the University of Moratuwa, along with qualifications in Adjudication (CIDA) and Arbitration (ICLP).
With over 22 years of experience in public procurement and infrastructure development, he is a Fellow of IESL, an Associate Member of the Green Building Council of Sri Lanka, and a Member of the International Fencing Federation. His career blends technical expertise with strategic contract leadership.
