Estimating involves predicting the likely cost of a project based on design information available at defined stages of design development. Estimates are typically used for budgeting and tendering purposes. This process focuses on individual cost components and is often conducted as a one-time calculation.
In contrast, cost planning is a dynamic, continuous process that supports design decisions and cost control throughout the project lifecycle. It helps ensure the project remains within budget by comparing actual costs against projections and adjusting accordingly.

About the panellists:
Mike O’Shea FAIQS, CQS
Mike O’Shea is a highly experienced Certified Quantity Surveyor with over 40 years in the industry, specialising in estimating, cost planning, contract administration, risk management, and project controls.
As a former director and principal for more than 25 years, Mike has played a senior role in PQS firms, contributing to major infrastructure, engineering, and civil projects across sectors such as rail, roads, oil & gas, mining, and utilities.
Mike holds fellowship with the AIQS and has received multiple industry honours, including lifetime achievement awards. Additionally, he serves as a Director of AIQS since 2010 and is the Chair of the AIQS Infrastructure (Transport) Committee.
Buddhika Jayatillake FAIQS, CQS
Buddhika Jayatillake is a highly accomplished Certified Quantity Surveyor and Fellow of the Australian Institute of Quantity Surveyors, with over three decades of experience in project controls, commercial management, cost planning, and estimating.
Buddhika has led the development and implementation of cost control systems, commercial frameworks, and integrated project controls solutions for multi-billion-dollar portfolios.
A strong supporter of the quantity surveying profession, Buddhika contributes to AIQS through committee involvement and thought leadership, helping to shape the future of the industry.
