Join us for a webinar in which Sahar Khaledi, NSW Infrastructure sector Lead and Associate Director at WT Partnership, will present upon Whole Life Cycle Costing (WLC).

WLC is a critical financial assessment tool used by Quantity Surveyors (QS) to evaluate the total cost of an asset over its lifespan. Unlike traditional cost analysis, which focuses on initial capital expenditure, WLC considers acquisition, operation, maintenance and disposal costs to achieve long-term value for money.

WLC includes upfront acquisition costs (e.g., design, planning, procurement, installation), lifetime operating costs (e.g., energy, logistics, supplier wages), maintenance and support costs (e.g., repairs, spare parts, training), and disposal costs (e.g., decommissioning, recycling). However, it excludes depreciation, capital charges, overheads, and existing staff costs unless directly related to procurement.

For Quantity Surveyors, WLC serves as both a comparative tool for evaluating alternative designs and materials and a management tool for ongoing financial planning. By integrating WLC into project decision-making, QS professionals can enhance cost certainty, optimise budgets, and contribute to the sustainability and efficiency of built assets.

While WLC can be complex due to the number of variables and data required, its benefits in reducing long-term financial risks and improving asset performance make it an invaluable approach in cost planning and asset management.

About the speaker:

 

Sahar Khaledi (FIEAust) - NSW Infrastructure sector Lead and Associate Director at WT Partnership

Sahar holds a master’s degree in engineering studies from Sydney University. With over 20 years of experience in design, tender submissions, and cost planning, she is a recognised expert in cost engineering services for major infrastructure projects, supporting all phases from feasibility studies to tender evaluation and post-contract services.

Sahar has contributed to numerous large-scale infrastructure projects, including Sydney Metro West, Circular Quay Renewal, NSW Zero Emission Buses, Coffs Harbour Bypass, Canberra Light Rail Stage 2A and multiple Dam Raising projects across NSW.

She is also a guest lecturer in Construction Management at the University of Technology, Sydney.
