Join us for a session that unpacks the Estimated Development Cost (EDC) and its role in the NSW planning system.

 

Attendees at this face-to-face event will learn how EDCs fit alongside other approval pathways, what’s changed in the AIQS practice standard and scope, exclusions and key considerations that shape how EDCs are calculated and applied.

 

The presenters will provide:

  • A comparison of approval pathways, relevant consent authorities, and the role of the EDC

  • Insights into howprojects are determined to be state significant

  • An overview of EDC guidance material that is available

  • A summary of changes in the AIQS practice standard from the 1st to 2nd edition

  • A scope included in the EDC, exclusions, and exceptions

  • Key EDC considerations and pitfalls

  • Details on what to consider in cost for contribution levy calculations

    Biography

    Bob Richardson, Director at MBM, brings more than five decades of executive and strategic leadership experience across the property, construction and infrastructure sectors.

    Throughout his career, Bob has held senior executive positions and played an active role in shaping industry practice and policy. He was a critical member of the Department of Planning, Housing and Infrastructure’s working group responsible for establishing the Estimated Development Cost (EDC) regulations and was invited to contribute to the AIQS report, Construction Cost Assessments for NSW Estimated Development Cost Reports.

    Bob is a Certified member of the Australian Institute of Quantity Surveyors and a former Chairman of the ACIF Construction Forecasting Council (CFC).

    Biography

    Helga Maynier leads MBM’s quantity surveying division across Australia, drawing on more than 30 years of international industry experience.

    Helga has developed specialised expertise across all aspects of quantity surveying, including whole-of-life cost analysis and operational analysis. Her expertise has contributed to industry-wide initiatives, including her participation with the Department of Planning, Housing and Infrastructure to establish the Estimated Development Cost (EDC) regulations. Helga was also a key contributor to the Australian Institute of Quantity Surveyors (AIQS) report, Construction Cost Assessments for NSW Estimated Development Cost Reports.

    Helga is a certified member of the Australian Institute of Quantity Surveyors and an active member of the National Association of Women in Construction (NAWIC).

    Tim Kirby FCA leads a team within the Department of Planning, Housing and Infrastructure that supports major project assessment teams to ensure that they have strong working relationships, make better use of experts, and have access to adequate resources.

    Major Projects Advisory has been working with AIQS since 2021 in order to clarify settings for Estimated Development Cost, and to help with development of the Practice Standard.
