Bianca specialises in developing robust cost plans, managing financial risk and providing clear reporting to support decision making. Her work on over 60 school projects across Victoria demonstrates her ability to handle complex programmes and stakeholder environments.
With a strong interest in innovation and data driven insights, Bianca brings a practical and informed perspective on whole of life costings, including the evolving role of timber in construction.

- Karl-Heinz Weiss
- Biography
Karl-Heinz Weiss is a director, consultant, and Professor of Practice known internationally for pioneering the use of engineered timber in the UK and Australia.
A Master Timber Craftsman and award winning industrial designer, Karl-Heinz delivers insights across design, manufacture, logistics, and delivery.
As co founder of KLH UK and later a leader at Lendlease, he helped enable landmark timber buildings and advanced DfMA and modern construction methods globally.
Karl-Heinz has also shaped major research collaborations, supported sector capability building, and continues to influence innovation through academic roles at Monash University and the University of Melbourne.

- Biography
Max Barrows is a Senior Project Manager at Development Victoria with extensive experience delivering complex public-sector projects across Victoria.
Max has played key roles in the delivery of major mass timber developments, including the Bendigo GovHub (Galkangu) and Ballarat GovHub, and is currently involved in the Albert Park Pit Building Redevelopment.
With a background spanning construction, contract administration and development management, Max brings a practical, delivery-focused perspective to material selection. His experience working closely with government, consultants and contractors provides valuable insight into how and why timber is being adopted on large-scale civic projects.
